What Is OSCAM?

The Operating and Support Cost Analysis Model (OSCAM) began as a joint program in 1996 between the US and UK aimed at developing a model that estimated the operating and support costs of Ships and Shipboard Systems and captured the interdependencies that exist between the cost elements across the program. Using System Dynamics, OSCAM represents the business processes that drive costs and their relationships to management policies in order to assess the impact of technical, operational, and programmatic decisions on the cost and availability of these assets. Since the inception of OSCAM, there have been subsequent product developments that not only enhanced the Ship and Shipboard Systems model, but established new product lines encompassing both Land and Air Vehicles. 

Current OSCAM Models

OSCAM Ship 9.0 is available for download by contacting the OSCAM program office. This model reflects the most recent JIC inflation indices and DoD pay tables. Key features include the ability to load input data directly from Excel for individual input sectors or a full data record. The Uncertainty Tool provides additional output views, including Then Year Dollars and time-series outputs at specified percentiles. There are search options for finding inputs in the spreadsheet view, and output rows in the results table. OSCAM Ship 9.0 can load data records from versions of OSCAM Ship 8.0 onwards.

OSCAM Air 5.0 is available for download by contacting the OSCAM program office. This model reflects the most recent JIC inflation indices and DoD pay tables. Key features include the ability to load input data directly from Excel for individual input sectors or a full data record. The Uncertainty Tool provides additional output views, including Then Year Dollars and time-series outputs at specified percentiles. Inputs now allow a flexible number of decimal points rather than using a fixed number and input boxes automatically go into overtype rather than insert (click again for insert). There are search options for finding inputs in the spreadsheet view, and output rows in the results table.
